It is also possible to purchase Ultra Balls from the Two Island after you have saved Lostelle from the Hypno in Berry Forest (Three Island).

In Pokemon FireRed and LeafGreen, the earliest possible location where trainers can buy Ultra Balls is the Fuchsia City Poke Mart for 1,200 Poke Dollars. To reach Fuchsia City, you’ll have to complete the following steps:

Reach Celadon City.
Defeat Giovanni in the Game Corner Rocket Hideout to get the Silph Scope.
Go to Lavender Town and ascend the Pokemon Tower to the top floor (7F) by using the Silph Scope to reveal the ghost Marowak blocking the stairway.
Save Mr. Fuji from the Rocket Grunts to get the Poke Flute.
Use the Poke Flute to wake the sleeping Snorlax blocking the path on Route 12 to reach Fuchsia City.

Once you’ve reached Fuchsia City, you’ll be able to find the Poke Mart in the northwestern part of the city, directly above the pond with the Lapras.
