Players can get Devil’s Ruin from the Monument to Lost Lights kiosk, found in the Tower’s Courtyard. At the Monument to Lost Lights kiosk, players will want to select the Shadowkeep Exotics tab for the year 3 Exotics, where Devil’s Ruin can be purchased for 1 Exotic Cipher and 100,000 Glimmer. If players are lacking the Exotic Cipher to make the purchase, then you can head to Xur in the Tower’s Bazaar to grab the free and weekly Xenology Quest, which requires you to complete activities in the Portal with a performance grade B or higher.
