Destabilization is a mechanic in Ghost Recon Wildlands that represents how much of the Santa Blanca cartel’s operations players have disrupted, and Security Destabilization refers to how badly players have messed up the cartel’s grasp on Bolivia. The more missions players do in a region, the higher the Destabilization meter rises, and the type of Destabilization you inflict in Wildlands depends on the region you’re attacking.
What is Destabilization in Ghost Recon Wildlands?
To summarize, Destabilization tracks how much damage you’ve dealt to the cartel’s operation across its four major sectors: Security, Production, Smuggling, and Influence. More importantly, the big boss of Santa Blanca, El Sueño, can only be challenged once you’ve eliminated at least two of the cartel’s sector heads (Head of Security, Head of Smuggling, etc).
Every mission you do against the cartel (not counting Rebel Ops or gear & weapon collection) will increase a sector’s Destabilization meter by varying amounts. Killing key targets like Buchons and Underbosses will increase the Destabilization significantly, so if you want to fully dismantle Santa Blanca’s operations, you’ll want to target their leaders ASAP.
How to Destabilize Security in Ghost Recon Wildlands
Operations you complete inside Santa Blanca’s Security sectors will raise the Security Destabilization meter. This includes missions in the following regions:

Once you assassinate two Buchons in Wildlands, you’ll get a lead on La Plaga, the Security Underboss for Santa Blanca, who you’ll fight in the La Cruz region. After you get rid of all the Buchons, you’ll get intel on El Muro, who can be found in Media Luna.
Complete Investigations and Story Missions
Major Intel Investigations (quests marked by a yellow folder icon) will unlock Story Missions related to the region you’re currently in. Head to any Investigation marker, find and scan the relevant document or device, and you’ll get yourself a new mission from Bowman. You can view any available missions in a region by going to the map screen (this also includes optional content like the Predator mission in Wildlands).
Completing a Story Mission will increase Security Destabilization in Ghost Recon Wildlands by about 5%, but only if the mission you completed is in a Security sector. The good thing about this is that sectors share the same Destabilization level, so you won’t have to build the meter up again once you’re done with one province
Destabilization isn’t necessarily a game completion counter. This does not include Rebel Ops missions, and it doesn’t track the weapons, attachments, and skill points you’ve collected in a region either (though trackers for these are right below the Destabilization meter on the map screen).
Does Sector Destabilization Matter?
As mentioned earlier, you need to fully destabilize all four of Santa Blanca’s sectors before fighting El Sueño if you want to get the true ending for Ghost Recon Wildlands. This means you need to kill all the Buchons and Underbosses, and finish enough missions for Sector Destabilization to reach 100%.
If all you want to do is progress through the game, then you don’t have to fully destabilize any of the sectors. Just killing two sector heads is enough to reach El Sueño, but if you’re hunting for achievements, then you might as well dismantle the entire cartel.
