Rocks D. Xebec is known to be one of the most powerful pirates to have ever existed in the world of One Piece. First mentioned in One Piece chapter 957, Xebec established his own era around 40 years ago and met his end on God Valley 38 years ago.
Xebec’s strength was absolutely monstrous, such that some of the biggest names in the world of One Piece followed him. However, Xebec was certainly not the strongest character in One Piece, and there are many other pirates who came after him who went on to surpass him in one way or another. Xebec’s legacy is still immaculate, but his strength has since been surpassed, as was confirmed in the Elbaf arc.

Loki
Loki’s time as a pirate was very short. 14 years ago, after killing Harald, Loki set out to sea with a small crew of his own in an attempt to find Nerona Imu and kill him. Naturally, Loki failed at doing this and was not even able to get remotely close to Marijoa without a proper navigator, but his strength was immaculate.
Loki wields the power of Ryu Ryu no Mi, Model: Nidhoggr, making him the God of War of Elbaf. At the same time, he also has Ragnir at his disposal, and these two powerful entities put together make Loki far stronger than Rocks. Loki fought against a buffed version of King Harald, who was far stronger than Rocks D. Xebec, and was able to kill him. The fact that Loki killed him means that he had already surpassed the level of Rocks 14 years ago, and right now, he is far stronger than any version of Rocks ever. Loki still has further potential to fulfill, given that his Devil Fruit ability has not been awakened yet. Once taken to the next level, he will grow even further in power, surpassing the vast majority of the individuals in the world of One Piece.

Monkey D. Luffy
Monkey D. Luffy is the protagonist of One Piece, who wields all three powerful types of Haki and, at the same time, has access to the Hito Hito no Mi Model: Nika. Following its awakening, Luffy was able to tap into the power of Sun God Nika and his Gear 5 transformation, making him a threat for anyone to take on in battle.
As things stand, Luffy is arguably already stronger than Rocks, but he is guaranteed to reach an even higher level in the following arcs. Luffy is up against the likes of Nerona Imu and, by the end of One Piece, will have to defeat him. As such, Luffy cannot be limited by the ceiling of Rocks and will have to go far beyond it if he is to liberate the world from his clutches.

Silvers Rayleigh
Silvers Rayleigh was a part of the Roger Pirates and one of the Wings of the late Pirate King. While he is underestimated by many, it is a known fact that Rayleigh reached tremendous levels of strength by the time he hit his prime and was considered to be one of the elite pirates.
During God Valley, Rayleigh was certainly not anywhere close to his prime and did not even showcase the ability to use Supreme King Haki Infusion. However, in the years to come, his strength grew tremendously. Based on Scopper Gaban’s performance against Nerona Imu in Elbaf, it can be said without doubt that Ray League surpassed Rocks in his prime as an equal of Gaban.

Scopper Gaban
Scopper Gaban is a legendary figure who was once a part of the Roger Pirates and acted as the left arm of the Pirate King. Just like Roger himself, Gaban possesses tremendous strength, which is hard to rival for anyone in the One Piece world. Scopper Gaban does not wield any Devil Fruit and is primarily reliant on his powerful Haki.
In the Elbaf arc, he showcased his tremendous strength by dispatching Sommers effortlessly and then fighting against Nerona Imu and dealing with him remarkably well. Gaban also fought impressively against King Harald, who was far stronger than Rocks D. Xebec. The fact that Gaban could hold his own against such powerful enemies goes to show that his overall strength was greater than that of Rocks in his prime days.

Blackbeard
Blackbeard, also known by his real name Marshall D. Teach, is one of the strongest characters to exist in the world of One Piece. Teach is highly underestimated, and this is largely because Oda has not thrown a lot of focus on him, but the growth that he is showing is unprecedented. Teach has already attained a bounty of 3.996 billion berries in a very short span of time. He has done this by attaining powerful Devil Fruit abilities and causing chaos.
He currently wields two of the most powerful abilities, those being the Gura Gura no Mi, which has the power to destroy the world with strong quakes, and the Yami Yami no Mi, with the ability to cancel out all other Devil Fruit abilities as well as crush his enemies with infinite darkness and gravity. Blackbeard’s powers are far greater than those of his dad already, and it goes without saying that he will far surpass his legacy by becoming a terror even to the likes of Nerona Imu.

Shanks
Shanks is one of the most powerful pirates in One Piece and a Yonko. He has access to Haki of all three types and is especially good at using the Color of the Supreme King. Shanks is at an incredibly high level of power, above even Luffy and Loki.
His strength is such that few can match him and he is said to be worthy of being the Pirate King of the New Era.

Edward Newgate
Edward Newgate, also known as Whitebeard, was a force to be reckoned with and, long ago, was a part of the Rocks Pirates. Back then, Newgate was an underling of Rocks. However, he was far from his peak at the time. As confirmed by Oda himself, Newgate went on to reach his peak after the events of the God Valley Incident.
It is during this time that he fully mastered his Supreme King Haki and Devil Fruit abilities. Given that Newgate was an equal of Gol D. Roger when Roger was in his prime, it goes without saying that he surpassed Rocks D. Xebec as one of the ultimate monsters of the One Piece world.

Gol D. Roger
Gol D. Roger is the late Pirate King and one of the strongest characters in the entirety of One Piece. He was known to have been one of the biggest rivals of Rocks D. Xebec. Roger was weaker than Rocks back when he was alive. In fact, the era in which Roger existed was largely known as the Age of Rocks.
However, Roger was far from his prime back then and strengthened himself tremendously after the death of Rocks. Roger reached his prime around 30 years ago in the One Piece world, and at this point he was practically unbeatable. Even during the God Valley Incident, Roger’s strongest Haki was so potent that it managed to kill Rocks D. Xebec, who was already empowered by Nerona Imu using Domi Reversi. The fact that Roger’s Haki was able to pull off something like that goes to show that, in his prime, he was an even greater threat.
