To unlock Cruella De Vil in DDV, players complete The Skunk Rebellion quest. There are a couple of quests players need to finish first:

Reach friendship level 3 with Maximus to unlock Glamour Gulch.
Complete The Decay of Fashion Quest.
Complete The De Vil Crash Quest.

Once all these prerequisites are met, The Skunk Rebellion quest will be triggered. After helping Cruella retrieve her car with the help of your Wishblossom Horse, Dreamers finally realize that the villain was lying all this time and Crystal Key is not in the trunk. Confronting Cruella yields no results as she shoos you away and tells you to cry about it with Snow White.

Search for the princess, who suggests building a house for the cute skunks in hopes of catching Professor Mouffette’s attention.

After placing the skunk house, head to the eastern side of the Runway River to find the flags of a stylish skunk near the entrance of a cave.

Go inside to speak with Professor Mouffette with the help of Snow White. You decide to unlock the fortress and take care of the security system to allow the Professor a chance to get revenge.

Grab the lever hand and follow the princess to the fortress’ entrance. Place the hand and pull it to lower the bridge.

Inside, Dreamers need to avoid mannequins gaze and deactivate three barking greyhound statues.

Once the statues are deactivated, Professor Mouffette and a large group of skunks invades the fortress grounds.

Dreamers need to build her a house, and then she will give them the Crystal Key. Place the structure down and pay the necessary Star Coins.
