When Hakari was first mentioned in the story, he was said to be an exceptionally talented sorcerer whose strength was on a similar level to Yuta himself. In fact, Yuta even stated that once Hakari gets ‘fired up’, he becomes even stronger than him, which in itself could be enough to land him in the Special Grade.
Essentially, the reason why Hakari is closing in on Special Grade level is due to his incredible Cursed Technique, which allows him to repeatedly open his Domain Expansion. Once he does, and he manages to hit the jackpot, Hakari becomes unkillable, with unlimited Cursed Energy coursing through his veins that allows him to do Reverse Cursed Technique automatically.

When she was reincarnated during the Culling Game, she showed the upper limits of the Construction Cursed Technique, which had only ever been used at a lower level by Mai. With this, she managed to create many incredible things and even had one of the most powerful attacks in the entire setting with her Perfect Sphere.

Takaba Could Have Been Stronger Than Sukuna

Undoubtedly, Sukuna and Gojo exist at the very top of the power hierarchy in Jujutsu Kaisen, but if Takaba actually had control over his Cursed Technique, he would be even greater than them, and by a long shot. This is because Takaba’s technique, The Comedian, allows him to do whatever he wants.
The Comedian seemingly ignores all Cursed Energy reserves and can essentially warp reality to whatever Takaba wants, meaning that he could turn off Gojo’s Infinity or just kill Sukuna outright. The problem is that he has no idea how this technique operates, and he has to find the applications funny for them to work, which sets him apart as one of the most dangerous characters.
Kashimo Was The Strongest Of His Era

Kashimo was the only one aside from Sukuna and Gojo to ever be known as the strongest of an era, so, naturally, fans knew that his strength was going to be amazing. However, he never really exhibited much of a means to take over an entire nation by himself, which is the main calling card of a Special Grade in the first place.
Despite this, his strength was definitely comparable to some others belonging to this fabled tier, such as Yuta and Yuki. His strength could be seen with how he managed to defeat Yuki and Choso while enclosed within Tengen’s barrier, as well as in his mastery over many Cursed Techniques and Domain Expansion.
Moreover, Kenjaku also fits within the criteria of the few characters who can take over an entire nation because he took over the body of Suguru Geto, who was already a Special Grade due to his Cursed Spirit Manipulation technique that allowed him to house thousands of curses within his body. Due to his intelligence, strength, and varied toolkit, Kenjaku is easily one of the strongest characters in the series.
