Though they were never formally a duo in their youth, the two briefly teamed up in the Wano arc in order to find the One Piece treasure, creating one of the strongest alliances in the history of the world.

The Rocks Pirates followed quite an unconventional system with their crew in the sense that there was no clear hierarchy, since notorious pirates simply banded together to form a singular, powerful group to further their own goals. While this is true, at the head of everything was Rocks D. Xebec and by his side was Edward Newgate, better known as Whitebeard.

While there was no particular order in this crew, Rocks and Whitebeard definitely served as the main members whom the others did listen to, to an extent.
