When it comes to the greater conflict in the One Piece world, the pirates going against the World Government is the most important of them all. In truth, while there are both good and bad forces on either side, the larger idea deals with the concept of freedom against the tyrannical rule of the Celestial Dragons, which can be called the most important ideal that the franchise is trying to portray.

As such, each side has those who are spearheading this conflict. For the pirates, it is the Yonko; the Emperors of the Sea, who hold the greatest power in the world and are constantly at odds with one another for the most part. For the World Government, on the other hand, the Admirals are their greatest military force, and the debate of which force is stronger has raged for years in the One Piece community. The Truth Of The Yonko vs. Admiral Is Very Nuanced

Which Force Is Greater?

To start, the answer to who between the Yonko and Admirals is stronger isn’t as clear-cut and easy to state as thought. This is because there is a lot of nuance to this discussion, especially considering that there are a few characters from each camp who may be weaker than some, but also stronger than others on the opposite side. This shows that there is no real way to say that the Yonko or the Admirals are stronger in a general sense.

The most notable example of this nuance comes in the form of Buggy. Defined as being a weak comic relief character, Buggy has somehow only managed to fail upwards, going from a small-time pirate who was easily defeated by an early-series Luffy to holding one of the most powerful seats in all of One Piece. Of course, he’s merely a figurehead for the Cross Guild and the real people in charge are Crocodile and Mihawk, but the truth is that he alone is believed by the rest of the world as the Emperor, so his influence is unmatched.

Despite the role of Yonko going only to the strongest pirates in the world, Buggy has found his way here too. Still, though, he would undoubtedly lose against any of the Admirals, and to most characters in general, in a fight. On the other hand, Ryokugyu is easily one of the strongest Marines around and was thought of as being strong enough to gain the role of an Admiral. Although he dispatched the All-Stars of Kaido’s crew with ease and did so singlehandedly, he was quite easily incapacitated by Shanks’ Conqueror’s Haki.

The other Admirals are thought of as being significantly stronger than him, however. Although the events of One Piece: Red aren’t canon, many aspects of that film are. One notable thing that happened towards the end of the story was Shanks unloading a huge wave of Conqueror’s Haki to take down many Marines at once. Although this was an amazing feat, Kizaru and Fujitora remained unaffected, implying that they’re far stronger than Ryokugyu.

Kizaru is the user of the legendary Pika Pika no Mi; a Logia Type that allows him to transform into and fully manipulate light itself. Because of this fruit, Kizaru is the fastest character in the series, which makes him incredibly dangerous. However, he was still far weaker than Gear 5 Luffy when they clashed on Egghead. Conversely, Whitebeard is also one of the most powerful characters who Sengoku even said was strong enough to destroy the world if he chose to do so, which puts him above all Admirals too. This was shown during the Marineford War, where he took on Akainu and dealt great damage to him despite being injured and sick.

Now, Akainu is a unique case, since he is, by far, the strongest Admiral of them all, so much so that he has been promoted to Fleet Admiral. Oda has even gone on record to state that Akainu’s Devil Fruit is the most offensively powerful in the entire series, which, paired with his mastery of Haki and general strength, places him above some of the Yonko, perhaps even being on Shanks’ level according to many fans.

So Who’s Stronger In The Overall Story?

• While both sides are generally equal, the Yonko seem to edge out due to overall stronger characters like Luffy, Shanks, and Whitebeard.

Ultimately, the answer to the Yonko vs. Admirals debate seems to go in the favour of the Emperors of the Sea. This is because, while characters such as Akainu and Aokiji are incredibly powerful and are likely above Big Mom and Blackbeard in terms of fighting prowess, the strength of Gear 5 Luffy and the insane feats of Shanks definitively take them over the top.

The most likely scenario here is that, due to the Hito Hito no Mi, Model: Nika’s reality-altering powers, none can match Luffy, and that the strongest of the Admirals, which is currently Fleet Admiral Akainu, will be on Shanks’ level if his power is thought of as being at its highest level. In a general sense, the stronger Admirals are likely as strong as Kaido, while the weaker ones are likely as strong as Big Mom. For Luffy, Shanks, and Whitebeard, however, their strength is simply on a level far beyond what the Admirals have been seen to reach so far.
