Dragon Ball Super opened the franchise up to new power-ups, different universes, and, most notably, way stronger characters. From the Gods of Destruction to the Angels who look over them, Super showed fans that even though Goku and Vegeta had come a long way since Z, they still had a lot more work to do if they wanted to keep pushing their limits.
Super had Goku, Vegeta, Gohan, and even Piccolo reach new forms, making them stronger than they’ve ever been. It’s only natural that with those new forms, stronger villains would come along to challenge them. Here’s a look at all of Super‘s main villains and how strong they are.
Every Major Dragon Ball Z Villain, Ranked From Weakest to Strongest
Dragon Ball Z had some of the strongest villains in anime. So how do they all rank?
Fused Zamasu
Goku Black and Future Zamasu were a scary duo, with Goku Black possessing both Goku’s Saiyan abilities as well as the incredible power of a Supreme Kai, and Future Zamasu being an immortal being. As tough as they were on their own, they became an even greater threat when they used the Potara earrings to fuse into Fused Zamasu.
Fused Zamasu is considered to be one of the strongest fusions in the series. With Goku Black and Future Zamasu combining their godly powers as well as Goku’s honed Saiyan abilities, they stood as one of the greatest challenges Goku and Vegeta faced. The one issue with the fusion is the combination of mortal and immortal bodies. The instability caused by this incompatibility is what ended up holding Future Zamasu back.
Jiren
Jiren very nearly got Universe 7 wiped out during the Tournament of Power, proving to be too much of a challenge for characters like Goku, Vegeta, and Frieza. Though Goku did a lot of the heavy lifting in both the anime and manga, teamwork is what took down Jiren and secured Universe 7’s win, showing just how great a threat Jiren was at the time.
Not only was Jiren one of the strongest characters during the ToP, but he is also considered to be among the strongest mortals in the entire multiverse. Top is the God of Destruction candidate for Universe 11, and Jiren is leagues stronger than him. He’s even surpassed his Universe’s God of Destruction, Belmond. All that shows that Jiren is one of Super‘s scariest antagonists, even if he wasn’t really a traditional villain.
Broly
Toriyama bringing Broly into the main series’ canon was a great bit of fan service. Other than that, though, it added yet another character to the series with incredible potential and gave fans one more Saiyan to follow. Broly might’ve started out as being antagonistic towards Goku and Vegeta thanks to both Frieza’s meddling and his father, Paragus’ grudge, but he eventually became yet another ally to them.
What made Broly really impressive is his ability to adapt and learn as he fights, which seems to come to him naturally. He’s definitely a fighting prodigy, and even though he started off at a disadvantage, was able to adjust to Vegeta and Goku’s various forms, giving both a good fight as he acclimated to their fighting styles and power boosts. The issue with Broly is him bering able to control his emotions in battle. With a much more level approach to fighting, Broly has the potential to be one of the strongest and most effective fighters in the multiverse.
Moro
Before Moro, Dragon Ball’s most notable villain sorcerer was Babidi. In terms of who is stronger between the two, it’s not even close. Moro was a much more effective fighter than Babidi, using his magic aggressively in battle instead of delegating and having his lackeys fight his strongest foes for him.

Moro was already a problem for Goku and Vegeta before he absorbed Seven-Three and gained access to Perfected Ultra Instinct via Merus. With these new power boosts, Moro was on par with Goku in his Perfected Ultra Instinct form, but Moro’s magic gave him a unique advantage that most villains in the series lacked.
Gas
The most powerful member of the Heeter family, Gas gained an incredible boost in power thanks to the Cerealian Dragon Balls, making him the strongest being in the universe for a time at the expense of his lifespan. Granolah did this first, but Gas came out of his wish stronger than Granolah, Goku, and Vegeta.
Gas got so strong that he was able to take on both Ultra Ego Vegeta and Ultra Instinct Goku, which are currently the strongest forms both characters possess. Gas’ time at the top didn’t last too long, though, with Frieza revealing his new form and killing the Heeter at the end of the Granolah the Survivor Saga.
Cell Max
Cell Max is a tough villain to place in these rankings. We know he’s really strong. So strong that Gohan needed to reach a new form to beat him. But given the fact that he was activated too early, we never really saw Cell Max at his strongest, as scary as that is.
It’s possible that Goku and Vegeta would have been able to defeat Cell Max had they been on Earth during the events of Super Hero. Gohan was unsure of whether the two Saiyan heavyweights could have handled him, but we can assume that Gohan wasn’t really paying too close attention to Goku and Vegeta’s progress at the time. Still, even incomplete, Cell Max was enough of a challenge to push Gohan and Piccolo to unlock new forms.
Frieza
Following the success of Battle of Gods, Dragon Ball brought back Frieza, this time with a new power-up. Though not as strong an adversary as Beerus was, Frieza did manage to make himself relevant again with his new Golden Frieza form. It still wasn’t enough to match Gokuy and Vegeta, who he had lagged behind for much of Super.
But something happened at the end of the Granolah the Survivor Saga that completely shifted the power dynamics in the series as we know it. Thanks to training in a Hyperbolic Time Chamber different from the one on Earth, Frieza was able to surpass his Golden form and come out atop the Universal pecking order once again. Black Frieza is strong enough to take down UI Goku and UE Vegeta pretty decisively. It’s still a ways away, but when the Super manga returns, we know Frieza will once again be the villain to beat.
Beerus
He might’ve only been an antagonist for a short while, but Beerus showed Goku, Vegeta, and the rest of the Z Fighters just how out of their depth they were when faced with certain powers in the universe.
As a God of Destruction, Beerus stands as one of the strongest beings in Universe 7 next to his attendant, Whis. We’ve been shown Beerus taking Vegeta under his wing, so there’s a good chance Vegeta will be the next God of Destruction candidate for Universe 7 thanks to Beerus’ training. For now, both he and Goku still have a long way to go if they want to catch up to Beerus.
