Kuzan
- Pirate Crew: Blackbeard Pirates
Kuzan is one of the most important characters in the final saga of One Piece, and currently, he serves as the 10th ship Captain of the Blackbeard Pirates. He is a former Marine Admiral who was even in contention for the position of Fleet Admiral. He is clearly a cut above the rest when it comes to Marine Admirals, and it’s not surprising to see him stand tall as an Emperor-level individual.
Kuzan even fought against Garp recently and did fairly well. The full extent of his Hie Hie no Mi powers has not been revealed yet, but he is surely a monster who can compete with the strongest of pirates.
Boa Hancock

Boa Hancock is an incredibly powerful pirate whom Oda has saved for the last stretch of One Piece. She possesses the power of the Mero Mero no Mi, which allows her to enchant and petrify just about anyone, as well as turn inanimate objects into stone upon direct contact.
Hancock is also an incredibly powerful user of Haki. Her Empress status is not just for show. Even Blackbeard confirmed that if he were to approach her head-on, he would be turned into stone. Hancock can defeat Emperors in a strategic battle, and that alone makes her a Yonko-level individual.

Dracule Mihawk
The strongest swordsman in the world, Dracule Mihawk is an absolute monster, the likes of which can compete with any Yonko. Mihawk does not possess any Devil Fruit, and all he relies on in battle is his beloved sword, Yoru.
Mihawk is tremendously powerful, and his sword skills are said to be even greater than those of Shanks. He’s easily a Yonko-level individual who will go on to play a massive role in the final saga, especially as a stepping stone for Roronoa Zoro.
Scopper Gaban
Known to be the left arm of the Pirate King, Scopper Gaban is an incredibly important character who has already played a significant role in the Elbaf arc. It has been revealed that Gaban was in the same league as the likes of Roger and Garp in terms of overall power back in his prime days.
Even though Gaban is old right now, he is still tremendously powerful as he wields the power of all types of Haki. Gaban’s Conqueror’s Haki is great enough to easily incapacitate the Holy Knights and, a few years ago, even King Harald, which goes to show how skilled he truly is. The fact that Gaban was easily able to push around both Luffy and Zoro at the same time just goes to show that he is truly in a league of his own and a Yonko-level pirate.
Silvers Rayleigh
Silvers Rayleigh is an equal to Gaban in terms of strength, but his importance to the Roger Pirates was slightly higher, given that he was the Vice Captain. Just like Gaban, Rayleigh possesses all types of Haki but no Devil Fruit power.

Still, fans know for a fact, that Rayleigh is incredibly proficient when it comes to the utilization of this power, and that even in his old age, he is easily a Yonko-level individual who can go on to put fear even in the likes of Blackbeard.

Monkey D. Luffy

Luffy is the protagonist of One Piece and the newest to join the order of the Yonko with Baggy. Luffy fought against Kaido in the Wano Country Arc, and it was after this battle that he ended up becoming a Yonko of the Sea. With the power of Gear 5 and all three types of Haki taken to the advanced level, it is no surprise to see Luffy in the same league as some of the strongest in the world.
What’s even more terrifying is that Luffy still has more potential to fulfil. As he fights against monstrous calamities in the Elbaf Arc, Luffy will get even stronger and rise above the average Yonko level.
Loki
- Pirate Crew: Unnamed Skeleton Crew
The Elbaf arc of One Piece introduced the fans to Prince Loki, who possesses tremendous powers. Loki is the user of the Ryu Ryu no Mi, Model: Nidhogg, and this Devil Fruit is so terrifying that it has the capabilities of destroying the entire world.
It allows Loki to transform into an absolutely massive black dragon that can engulf entire countries, and with the power of lightning that he possesses, he can go from country to country, destroying them in the blink of an eye. Loki also has access to Ragnir, a legendary hammer that can turn into the Ratatoskr, the ice squirrel. All these things combined with his Conqueror’s Haki ensure that Loki is even above the average Yonko level at the moment. It must also be noted that Loki isn’t a traditional pirate, but after the death of Harald, he made a skeleton crew and sailed the seas with it for 8 years.
Blackbeard

Blackbeard is one of the most powerful pirates on the seas. He has access to two Devil Fruit abilities, both of which are the strongest in their class. The first is the Gura Gura no Mi, with which he can produce powerful quakes, and the second is the Yami Yami no Mi, with which he can cancel out the Devil Fruit ability of anyone he comes into contact with.
Blackbeard is impossibly difficult to take on in battle, and he possesses tremendous resilience on top of everything. He is still growing in power and is certainly an individual worthy of the Yonko title.
Shanks
- Pirate Crew: Red Hair Pirates
It goes without saying that Shanks is the most powerful Yonko-level pirate in the story at this point in time. Despite having no Devil Fruit, Shanks is still incredibly strong because of his Haki mastery, which he has taken to the next level over the years. Shanks’ Haki is so powerful that it is compared even to that of Joy Boy.
The full extent of his powers has not been seen in the Final Saga yet, but he’ll surely play a massive role moving forward, especially considering the fact that Oda is throwing extra attention on his blood ties to the Figarland family, as well as his deep-rooted connection with Blackbeard. It is only a matter of time before this brilliant character is expanded upon and a true glimpse of his strength is given to all the fans.
