Gol D. Roger is the epitome of raw martial prowess in the One Piece manga. Kaido once said that Haki is beyond all, and the best example of a man who had brought the world to its knees with only the blade Ace and his mastery of the three types of Haki, was Roger. The fights between him and Prime Whitebeard were so violent that their weapons never even touched each other, causing shockwaves that cleared out whole islands of clouds, a feat which is still the pinnacle of Advanced Conqueror Haki.
Roger not only had destructive power, but he also had endurance and Haki depth. He battled the toughest men of all time, Garp, Sengoku, and Rocks D. Luffy’s current strength is defined by the awakening of the Hito Hito no Mi, Model: Nika. Gear 5 is the most absurd strength in the world, which enables Luffy to fight freely, even making his surroundings rubber. We see Luffy in the Egghead Arc playing with Admiral Kizaru and the Five Elders with this form, demonstrating an amount of creativity and physical adaptability that Roger just did not have.
However, Luffy isn’t just a “Fruit merchant.” He has mastered three high levels of Haki: Future Sight (Observation), Internal Destruction (Armament), and Infusion (Conqueror). This mixture makes him one of the only people who can hurt the strongest creatures in the world. The combination of reality-bending physics of Gear 5 with the highest level of Haki helps Luffy to connect the gap between a regular combatant and a mythical entity that acts like nature itself.

Is Luffy Roger-Level Yet?
Going directly from the events of the manga in the present, Luffy is Yonko Level, which places him on the same level as Kaido, Shanks, and Big Mom. Although he overcame Kaido, it’s important to keep in mind that the fight was a marathon that engaged a number of allies and Kaido carrying a whole island. The biggest obstacle that Luffy still has to overcome is stamina; Gear 5 puts a huge burden on his body, and it tends to leave him withered and defenseless within several minutes of peak activity, a weakness that Roger did not appear to ever possess.
During the story, Roger was in a tier commonly known by fans as Pirate King Level, alongside Prime Whitebeard and Garp. Although Luffy possesses the offensive capability to damage Roger, he most definitely does not possess the Haki density and stamina necessary to succeed in a dragged out 1-v-1 against the King. The Haki used by Roger was so well-developed that the Haki could rival the strongest Devil Fruits in history with the simple use of a sword as a weapon, implying that Luffy has one last growth spurt before he becomes equal to Roger.

The Consensus on the “New Era”
The One Piece community is generally divided into two sides when it comes to this comparison. Some fans believe that Luffy has already overtaken Roger since Gear 5 is a narrative cheat code that essentially defies the laws of physics, which Roger with his Haki may not be able to counter. They refer to the fact that Luffy could take the form of lightning or turn himself into a giant to show that his limit is more than any other Haki expert that preceded him.
The general belief, though, is that Luffy is now approximately 90โ95% of the power that Roger had. Fans tend to refer to the Old Gen (Roger, Whitebeard, Garp) as purposefully being depicted as slightly more mythical to ensure that the ultimate objective is not meaningless. The overwhelming majority of people are sure that only at the last battle at Laugh Tale or at the Great War against the World Government, Luffy will be officially promoted to the position of the greatest pirate in history, and finally, the prophecy of the carrier of centuries on his shoulders will be completed.
