One is with Big Mom, and one lies in the Land of Wano, and was under Kaido’s protection until recently. Furthermore, one Road Poneglyph is also in Zou, hidden deep within the Whale Forest. This leaves behind the last Road Poneglyph, which nobody knows the location of. At one point, this Road Poneglyph was on Fishman Island. But when Luffy and his crew went there, the Poneglyph had vanished. Clearly, someone moved it, and the answer lies in Elbaf, specifically with the man who possesses a burn scar, or in other words, Scopper Gaban.

Fans don’t know much about the Man With the Burn Scar just yet, but what they say is that this man travels in an all black ship and whenever someone approaches him, whirlpools sink them immediately. He is said to be so powerful that even the Four Emperors haven’t been able to get their hands on the Road Poneglyph that he possesses. Fans don’t know who this person is exactly, but the biggest and most likely the only contender for this person is Scopper Gaban.

In One Piece chapter 1153, it was clearly established that 70 years ago, Harald established a friendly relationship with Fishman Island. He was also there when King Neptune was born.

Around 26 years ago, Gaban and the Roger crew arrived on Fishman Island and saw the Poneglyph. 20 years ago, Gaban moved to Elbaf. It is around this time that Gaban forged a friendship with Harald as well. It is highly likely that Harald and Gaban together moved the last Road Poneglyph to Elbaf. In that case, the Poneglyph is either in the Heaven Realm of the country, or Gaban entrusted it to Shanks.
