The Shichibukai was a powerful group of One Piece pirates affiliated with the Marines and the World Government. It was created to curb the threat of powerful pirates using lucrative offers. The higher-ups thought of using the power of these strong pirates for their own benefit.
So, they offered the pirates an option to side with them. The pirates were given freedom to do what they wanted as long as it didn’t directly affect the World Government. They were also safe from any persecution. Over the years, many One Piece pirates joined the Shichibukai, but who really was the strongest of them all?

Dracule Mihawk is widely believed to be the strongest Shichibukai. After all, he is the strongest swordsman in the world. Mihawk made a name for himself by hunting down Marines, which led to his moniker “Marine Hunter.” He also used to be rivals with Shanks, and it is said that their battles shook the entire Grand Line. Since he was involved with some big names, Mihawk caught the attention of the World Government and was offered an opportunity to join the Shichibukai, which he accepted.
However, it is unwise to assume that Mihawk’s strength stagnated after joining the group. Mihawk kept seeking out challenges and powerful foes who would help him grow. It is safe to say that Mihawk’s control over Yoru also increased after every battle, and it reached the point where he could use the blade in a plethora of ways.
In addition to his elite swordsmanship, Mihawk is also able to use Armament and Observation Haki. While he has yet to use either in a serious fight, it’s safe to say that he has exquisite control over both. Mihawk is also perceptive and keenly monitors his opponents to see through their next move. Despite having an incredible arsenal, Mihawk is not the strongest Shichibukai, as that title belongs to Boa Hancock.

Boa Hancock is the captain of the Kuja Pirates and the current empress of Amazon Lily. She was introduced before the timeskip, and since then, she has become a recurring character in One Piece. Fans have even seen her in action multiple times, which is why most of them are aware of her strength. Boa Hancock has access to all three types of Haki, and she can use them extremely well. After all, she belongs to the Kuja clan, which is renowned for their mastery over Haki.

Hancock also possesses the Mero Mero no Mi, a Paramecia-type Devil Fruit that allows her to petrify her opponents by exploiting the feelings of lust. Due to Hancock’s beauty, it’s almost impossible for a character to resist her charm, which is why it’s impossible for them to avoid the effects of the Devil Fruit. However, the Devil Fruit is not entirely perfect, and there are a couple of ways to nullify its power. A person can distract themselves by inflicting pain upon themselves. This method was used by Momonga to avoid Hancock’s attack. The second method is not to be distracted by her beauty. During the Amazon Lily arc, Luffy showed that he was immune to Hancock’s charm and her Devil Fruit.
However, it seems that Hancock’s Devil Fruit can still bypass the counters to a certain extent. She was able to petrify a part of a Pacifista’s body by kicking it on the head. The Pacifista are biological weapons with no conscience of their own. So, if the power worked on one of them, it is possible that it will work on a person who is not attracted by Hancock’s beauty.
Hancock’s strength has been praised by the likes of Sengoku and Blackbeard, two of the strongest characters in One Piece. In fact, Blackbeard acknowledged that he was only able to get the better of Hancock because she was distracted. All these things prove that Hancock is superior to Mihawk.
