The Boruto series has proven to be somewhat of a divisive sequel to Naruto. In terms of quality and popularity, it is nowhere near the predecessor, and that is to be expected. Naruto set the bar so high that not many series would be able to reach it. Boruto has quite a lot of flaws as a series, and one of the biggest of them all is that it has sidelined quite a lot of exciting characters, both old and new, that fans would have loved to see more of. With time, their roles were made so small that they ended up becoming undeveloped characters in the grand scheme of things.

Sakura Haruno
Sakura Haruno is one of the strongest ninjas in Boruto at this point in time. She is in her prime, and that gives the authors more reason to put her in the forefront of things. Of course, the manga is about the next generation of ninjas, but Sakura and others should be involved in the plot more often. Sadly, Sakura has barely been a part of the series, and this has resulted in her becoming an incredibly underwhelming character.

Konohamaru Sarutobi
Konohamaru might just be one of the biggest disappointments in Boruto. Fans had massive expectations from him in the Naruto series, where he played his small parts very well. In Boruto, however, he has been embarrassed time and again. He will likely continue to be the same in the future as well, and there doesn’t seem to be any hope for this character. Even after the three-year timeskip, Konohamaru is still extremely underwhelming. In fact, all of his students have already surpassed him and he’s the exact opposite of Kakashi, if anything.

Mitsuki
Just like Konohamaru, Mitsuki was sidelined for the vast majority of the Boruto series, and he was not allowed any opportunities to showcase what he was truly capable of doing. The plotlines surrounding his character were completely sidelined as well, and overall, he ended up being one of the characters who, if removed from the story, would not affect the plot in any significant way. Hopefully, this will change in the future of Boruto.

Hinata Hyuga
Hinata Hyuga should have been given a more prominent role in Boruto, and that goes without saying. She is a direct descendant of the Otsutsuki in many ways, and Hinata is Naruto’s very own wife. She is a powerful ninja, who could have done more than just be a housewife in the series. Unfortunately, the authors never saw it that way and decided to completely cut her out of the plot, aside from moments within the Uzumaki household where she was seen being a normal mother to her children.

Team 10
Team 10 in Boruto consists of Shikadai Nara, Inojin Yamanaka, and Chocho Akimichi. Apart from Inojin, who has only gotten some attention recently, these characters have been completely sidelined and it was almost as if they did not even exist in the first part of Boruto. This is quite sad, and just goes to show how little the author fleshes out his side characters and the world that comes with them. In Two Blue Vortex, they have received somewhat of a more pronounced role, however, it would be far-fetched to say that they are anything but underwhelming.

Rock Lee
Rock Lee is yet another character in Boruto from the previous generation who has been completely sidelined. This is incredibly bizarre, given that he is one of Konoha’s strongest as he has mastered the Eight Inner Gates. Fans should have seen Rock Lee at the forefront of things on many occasions, but, for some strange reason, this has never happened.
Despite having a lot of potential and strength to offer, Rock Lee was eventually turned into an underwhelming character just like many others in Boruto.

Kakashi Hatake
The Sixth Hokage, Kakashi might not be in his prime anymore, however, he is an individual with a lot of experience, and at the same time, strength to offer as well. Kakashi has hardly been seen in Boruto so far. While he might have made a few appearances in the anime, the manga has cut him out entirely and it is almost as if he doesn’t even exist.
Calling him underwhelming would be somewhat incorrect, given that he isn’t even present there. This is especially shocking, given the role of the character in the predecessor manga. Fans hope that he will show up and play an important role in Boruto to preserve his legacy.
