Back in the early days of Dragon Ball Z, the Super Saiyan form was a transformation of legend, used only by the strongest Saiyan warriors as a powerful state that hadn’t been seen in thousands of years until Goku awoke it in the Namek Saga. By easily defeating Frieza, Goku showed exactly why the Super Saiyan form was so fabled.
Since then, it’s fair to say that this beloved transformation has experienced a fair bit of a decline in the story due to the many new forms that came after it. Although SSJ1 is still notably powerful, not every user of this state is on the same level as Goku or Vegeta. In fact, some of Dragon Ball‘s Super Saiyans can barely compete nowadays.

Cabba Was The Weakest Universe 6 Saiyan
Didn’t Amount to Much
Cabba was the first Saiyan from Universe 6 that Dragon Ball Super fans ever saw. Unlike those whom the fandom is used to, the Saiyans of Universe 6 have a much more peaceful disposition and aren’t conquerors, but they aren’t any weaker in comparison. If anything, Universe 6 Saiyans have a much higher base Power Level than their U7 counterparts.
Cabba proved to be a decent fighter in his battle against Vegeta, and is even considered to be one of the greatest warriors in Universe 6. Despite a decent enough showing against Vegeta in the Tournament of Destroyers and later in the Tournament of Power, Super Saiyan Cabba felt more like an afterthought than anything else, since he was just overpowered by most of the enemies that he fought.

Caulifla Was A Prodigious Warrior From Universe 6
A Promising Fighter
Of all the characters from Universe 6 who fought during the Tournament of Power, Caulifla may not be the strongest, but she definitely has the most potential. Before the tournament even began, she managed to unlock Super Saiyan just by listening to Cabba’s brief explanation about gathering the power to a point in his back.
Aside from clearing some fodder enemies, Caulifla’s time as a regular Super Saiyan wasn’t anything to write home about, since it would get overpowered quite early on, forcing her to rely on Super Saiyan Grade 2 and Super Saiyan 2 for the rest of her time in the tournament. This just shows her as a relatively weak user of the Super Saiyan form.

Teen Trunks And Goten Still Have A Long Way To Go
Young Warriors Who Have Fallen Off
In the Super Hero arc, Trunks and Goten were both shown to have finally taken a more proactive role in terms of fighting, but they did so as Saiyaman X-1 and X-2. This showed that, while they were far stronger than just about anyone else on Earth, they were stifling their potential by neglecting their Saiyan powers for the most part. They couldn’t even turn Super Saiyan anymore in the movie version.
While some may argue that they are stronger than Cabba, it should be noted that while Universe 6 Saiyans are comparatively more docile than their Universe 7 counterparts, Cabba was still considered an elite warrior, whereas Trunks and Goten largely view fighting as a hobby. Though they did spar with Broly, Gohan, Goku, and Vegeta, they still have a long way to go with their Super Saiyan forms.

Kid Trunks Could Go Super Saiyan At A Young Age

At the start of the Buu Saga, Vegeta, (and the rest of the fans), were caught by surprise when Trunks was shown to go Super Saiyan at the age of 8. What was once a fabled transformation reserved for only the most powerful Saiyans in the universe was now the power-up of a child who could use it quite efficiently.
Despite his amazing ability to utilize this transformation, however, Kid Trunks’ Super Saiyan form wasn’t particularly strong due to his young age and lack of experience. He and Goten needed to fuse into Gotenks just to fight Majin Buu.

A Marginal Difference in Strength Keeps Him Belong Trunks
In the Buu Saga, the Super Saiyan transformation was seen in the hands of children who had never faced even a fraction of the adversity to awaken the form, like Goku, Gohan, and Vegeta had. Many feel that this was the start of the diminishing importance of transformations in Dragon Ball.
While Goten and Trunks are equal in the current setting of the series, during the Buu Saga, the difference in their power was quite notable, particularly due to Trunks being a year older than Goten. This was even referenced when Goku was training the boys to do the Metamoran Fusion Dance when he told Trunks to lower his power to match Goten, making Kid Goten the weakest Super Saiyan user in the series.
