Imu

Garp may only be a vice admiral of the Marines, but that doesn’t mean he is by far the strongest Marine of all time. He doesn’t have a Devil Fruit, but that didn’t stop him from being the strongest. Garp has trained his Haki to such a high level that even a simple punch is filled with so much destructive power that it could level an island with a single hit. Furthermore, Garp was powerful enough to go toe-to-toe against Aokiji and he only lost because of the intervention of the Blackbeard Pirates.
