Shigaraki Tomura’s Quirkless Form Tried to Become a Hero
Due to All For One’s evil schemes, young Shigaraki Tomura, AKA Tenko Shimura, lost his inherited quirk factor, resulting in his vulnerable, quirkless state. Much like Izuku Midoriya, Tenko dreamed of being a highly capable superhero during his childhood, even though he possessed no special powers.
Without a quirk to protect himself, Tenko Shimura had no way to defend himself from his father’s relentless physical and verbal abuse. Even so, he bravely rushed in to save his friends from being hit by a truck, proving that true heroism doesn’t require a quirk.

Shigaraki Tomura’s Reborn Form Is the New Symbol of Fear
Inheriting the Decay quirk from All For One pushed young Tenko Shimura into a state of utter despair. Not only did he disintegrate his home and entire family with his newly acquired Decay Quirk, but he also reduced the street thugs who had bullied him to dust. His perception of heroes also changed, fueling a deep hatred toward them that shut his memories away.
Under All For One’s guidance, Tenko Shimura took his first steps toward becoming the new Symbol of Fear. With the disembodied hands of his victims covering his body, he abandoned his former identity and became Tomura Shigaraki, All For One’s adopted son and future successor.

Tomura Shigaraki’s U.S.J. Form Terrified Class 1-A and All Might
Years after receiving the Decay Quirk, Tomura Shigaraki made his next major appearance during the U.S.J. Arc, where he led the League of Villains in an attempt to kill All Might. In his adult form, Tomura has become far more confident and ruthless, growing powerful enough to overwhelm even Eraserhead, whose elbows nearly fell apart after being exposed to Decay.
At the same time, Tomura nearly killed Tsuyu Asui and many other Class 1-A students before All Might arrived. Throughout the U.S.J. Arc, Shigaraki took pleasure in causing destruction, but his body lacked the durability to withstand Pro Hero Snipe’s bullets, leaving him wounded and bleeding after the League of Villains’ escape.

Shigaraki Tomura’s Awakened Form Is Too Powerful for Re-Destro
The evolution of Tomura Shigaraki’s decay quirk progressed drastically during the Meta Liberation Army Arc. In this overpowered awakened form, Tomura Shigaraki completely overwhelmed MLA’s final boss, Re-Destro, forced Gigantomachia to submit to his will after a month-long campaign, and even annihilated the entire city of Deika with his newly awakened Decay Quirk.
Not only did Tomura withstand Re-Destro’s ultimate attack, Stress Output Burden at 100% stress level, but he also broke Re-Destro’s Claustro armor without breaking a sweat. Unfortunately for Re-Destro, severing his own legs was the only way to stop Shigaraki’s decay from spreading and survive the encounter. At this point, Shigaraki’s decay quirk has grown so strong that destroying an entire city is now well within its capabilities.

Shigaraki Tomura’s Incomplete All For One Form Is as Strong as All Might
Thanks to the surgery performed by Kyudai Garaki, Tomura Shigaraki successfully acquired the All For One Quirk just in time to face the heroes at Jaku Hospital. Although this form remains unstable, Tomura Shigaraki can still unleash All For One’s stolen Quirks, albeit at limited intervals, including Super Regeneration, Search, Radio Waves, and Air Cannon.
With All For One and the awakened Decay quirk at his disposal, Shigaraki Tomura now possesses a level of strength comparable to All Might’s. Not only did he withstand and overwhelm the combined attacks of Endeavor and Gran Torino in this form, but he also killed numerous heroes, civilians, and innocent bystanders during his rampage. Unfortunately, because this form was still incomplete, Shigaraki failed to steal the One For All Quirk from Deku, harming him in the process.

Shigaraki Tomura’s Fused Form With All For One Defeated Star and Stripe
By the time Tomura Shigaraki faced America’s Star and Stripe, he had fused with All For One completely. This fusion unexpectedly worked in Tomura’s favor, as Star and Stripe’s Quirk could not affect someone whose identity was fractured between Tomura Shigaraki, All For One, and Tenko Shimura.
At this stage, Tomura can casually use multiple quirks in quick succession, from Radio Waves, Air Cannon, and Heavy Payload to Reflect and Scatter, proving him worthy of standing against America’s number 1 hero. Ultimately, this fused form defeated Star and Stripe, but stealing New Order backfired when Star’s final trap caused the stolen Quirk to turn against him.

Shigaraki Tomura’s Ultimate Form Has Decay, All For One, and One For All
The Final War Arc introduced Tomura Shigaraki’s ultimate monstrous form, granting him access to Decay, All For One, and One For All, making him an absolute force of nature that requires the combined strength of multiple heroes to defeat. Likewise, Shigaraki freed himself from All For One’s influence, ultimately giving him freedom to do whatever he wants.
However, the One For All Quirk that Izuku deliberately allowed Shigaraki to absorb ultimately destroyed him from within, eventually weakening him enough for the heroes to gain the upper hand.
