Evil Natural Water is one of the scariest and most powerful villains in the entire series, and this is mostly because of its nigh-invulnerable liquid body.

Due to essentially being living water, this being lacks any organs or weak points and is impervious to all kinds of physical damage because of this. At one point, it got thrown into the ocean, causing it to merge with all the water in it to become Evil Ocean Water, which was a form so large and powerful that Saitama had to defeat it with a Serious Punch, since no one else possibly could.

The Ninja Village arc introduced one of the coolest concepts in the One Punch Man story, and that was Empty Void. Originally Blast’s partner in the fight against God, Empty Void eventually allied with the ultimate villain to gain one of the greatest boosts in strength of all time, giving him the ability to traverse dimensions to deliver attacks that simply couldn’t be blocked by conventional means.

Not only were these attacks incredibly destructive, they were also unstoppable since they came from another plane entirely, making Empty Void and his abilities some of the most broken in the series.

Due to Garou’s unparalleled adaptation ability working in congruence with his monsterification, his strength went far above even the strongest Dragon-Level+ monsters. However, he eventually got his greatest power-up through a brief covenant with God, which unlocked his Cosmic Garou form, with which he was able to battle Saitama.

However, when Garou used his adaptation in his Cosmic Fear mode, he managed to take this a step further by unlocking Saitama Mode, making him a true equal to the Caped Baldy for a time and made him one of the universe’s strongest beings due to breaking his limiter like his foe.

Although there have been many powerful villains throughout the story of One Punch Man, there exists a singular being known as God who has been pulling the strings from the shadows.

The true extent of the villain’s powers is currently a mystery, but what is known is that others can enter a covenant with this being that gives them unfathomable power, since it is capable of turning even a regular person into a Dragon-Level threat. This was the reason why Garou was able to unlock his Cosmic Fear mode at all, which just proves that God may be the only being in existence who truly surpasses Saitama.
